The Quezon City Regional Trial Court Branch 217 issued a 20-day temporary restraining order (TRO) on the operations of transport network vehicle service (TNVS).
The TRO issued was to halt the implementation of the DOTC Department Order No. 2015-011 which allowed additional public transport services to operate, namely, airport buses, premium taxis, bus rapid transit and TNCs in which Uber and Grab are classified.
The court ordered transport network companies (TNCs), LTFRB and DOTC to stop accepting and approving applications for TNVS, as stated in the TRO.
The TRO was filed by the Stop and Go Coalition last September 2015. Other groups have also filed petitions against Uber and Grab in the past as well.
According to Jun Magno, president of Stop and Go, the TNVS services is becoming a problem to the current transport system because it competes with the regular taxi services and UV express. He also mentioned that unlike the other current transport systems with has a limit on the number of units, Uber and Grab do not have these unit limits. He said that they only ask a certain number of units per route, that is why there are those who opt to go colorum which causes corruption on the streets.

The courts recognized the argument of Stop and Go that the TNVS are affecting the income of the current transport services with franchises. According to them, the income of taxi and UV express drivers were cut by up to 50% because of this innovation in transportation.
The next hearing for the preliminary injunction is set on December 8, as requested by Stop and Go, which would push for the permanently cessation of the operations of Uber and Grab. The coalition is also asked to pay P300,000 surety bond as damages in case the court decides that the TRO was inappropriate for the case.

This guy definitely does not have the balls to be fair in the competition. It’s NEW and the number of people preferring this option just means it is more convenient and above all a SAFER mode of commute than Taxis. Another display of Crab Mentality, we don’t innovate and stick to our old ways… that’s the problem with our country.

This should be stopped. Dapat ang argument hinde sa LTFRB or dahil bumebenta ang kotse and causing traffics or anything else. They should find ways to better their services. This is not fair to new business such as uber and grab. They are the monopolizing the market. Our law is so stone age. Even the policy makers.
Does this mean application for partner-operator is also suspended or just vehicle operations?

Did you get any notice from QC RTC about this in September? How come Partners have not been made aware of this concern? What are possible consequences once a TRO is lifted or is there a chance that this becomes something permanent? I just hope you can be upfront with the facts on this to partners like me whose application is on the pipeline. What are the implications of this in terms of our TNVS applications. I think the riding public should also convene together and come up with a counter petition defending our right for choice of what to ride.
For one, the issue at hand is not that TNVS is slicing the revenue of typical taxi / UV express (similar model of Uber / Grabcar) – it is the LEVEL OF CONFIDENCE of the riding public to the Uber / grabcar, and their LOSS OF CONFIDENCE to the mostly dilapidated, meter-tampered, passenger-selecting, low-security, suffocating aircon, and sometimes discourteous driver taxi system this Stop-Go petition is trying to defend!

Seems so. There’s no final ruling yet as to the TRO filed. LTFRB hasn’t issued yet an advisory saying that they will stop accrediting TNVS.
So it will take a lot of courage to sign up as this moment. It will be a headache if you purchase you car through financing and register as a partner and then the TRO suddenly got implemented.

Uber is operating normally and uber reviews and processes partners application and submit it to LTFRB. How about the LTFRB? Does it resume accepting and approving applications? Or LTFRB still holds applications and waiting for further decision after the TRO?

Because based from what Ive read above, Uber is still accepting applications for Partners but if there is a TRO in the LTRFB, then the application will just go to waste. As a frequent traveller to Asia I applaud Uber for starting up in Manila. If the old fashioned drivers would accept tech as the future they might make more Peso. Also last time I lost my mobile in a taxi in Manila when getting money to pay him, took a couple of days to find driver but he said it dropped outside, this would not happen with Uber because they know where and who is your driver you can even get a picture of him to make sure he is real person for driving that cab insurance wise.
